Resolution Gilgit-Baltistan Democratic Alliance 1st November 2008
Resolution:
Since August 13th, 1948 India and Pakistan have not implemented their obligations i.e. adoption of basic UN resolution, consequently governments of both the countries are urged to withdraw their civil and military administration from the regions of Jammu, Kashmir and Gilgit-Baltistan. On completion of 61 years of the Revolution of Gilgit-Baltistan, we vehemently demand from the Government of Pakistan to withdraw its civil and military colonial administration from the region. We also demand from India to withdraw its troops from Jammu & Kashmir, Ladakh and Kargil. For the completion of our natural National State of Gilgit-Baltistan, we demand the end of rule by NWFP in over segregated units, such as Shinaki Kohistan and Chitral. These areas should be given back to Gilgit-Baltistan. We also demand that Pakistan should cease deceiving comity of nations and local people regarding the flagrant violation of human rights in Gilgit-Baltistan.
We reject the 2007 reform package of General Musharaf as hoax. We strongly feel that it is high time to bring the people of Gilgit-Baltistan at par with other nations by getting rid of colonial forces. After that an autonomous government and constitutional assembly ought to be established which will be responsible for chalking out constitution for the region. Judiciary, executive and legislature will work within its parameters. Only by doing so the indigenous people can run the affairs of the state through their elected representatives. It will help to end the 61 years of grievances and terrible phase and colonial setup of Pakistan's slavery.
The government of Pakistan should end the usurpation of the rivers, mountains and jungles of Gilgit-Baltistan. The right of using local resources should be given to local people, and illegitimate and unconstitutional construction of Diamer / Bhasha Dam should be halted, especially in wake absence of a local authority to safeguard interests of the local. Furthermore, NWFP must immediately vacate the UN discussed disputed region of Chilas up till Sazeen.
The provincial government of NWFP ought to restrain from creating foment by making Shandur controversial. In addition, end the usurpation of the area till Banday Sazeen and it should be included in Gilgit-Baltistan. According to maps in the resolution of UN in 1947 this area is a part of Gilgit-Baltistan.
All the land routes to Ladakh, Kargil and Kashmir should be opened .likewise traditional routes to Wakhan and Central Asia ought to be opened.
Although Gilgit-Baltistan does not have representation in the national assembly and Senate, the government of Pakistan charges direct and indirect taxes. This is against International Law, which clearly states that 'no taxation without representation'. We demand abolishment of all kinds of taxes.
We still consider the State Subject Rule of Maharaja Kashmir era valid. According to this rule status no non local can take up the permanent residence and acquire property in Gilgit Baltistan the held in abeyance State Subject rule with malafide intention should be done away with and the world accepted disputed region of Gilgit Baltistann should be brought at par with other disputed regions this and that side of Line of Control before resolution of the dispute i.e. State Subject Rule, establishment of local authority Government, opening of land routs all around etc.
Civil and military bureaucracy should cease its policy of dividing people by fomenting sectarian and ethic strife. The bureaucracy has inherited this policy from its colonial masters. This is an obnoxious policy to maintain status quo.
The illegal usurpation of local land by multinationals should be halted as Government of Pakistan is not entitled to sign an agreement regarding the use of local recourses by another country, or person. In this context over 2000 leases allocated to non local should be cancelled.
In accordance with the Government of Pakistan and Worlds accepted UN resolutions on the subject, the local authority Government at Gilgit is responsible for its own defence and running administrative affairs. The Northern Light Infantry Regiments taken away from the region after Kargil episode should be hundred percent brought back and reconstituted as 100% locals, the foreign elements in Northern Area Scouts should be eliminated and Northern Scouts, Karakorum Scouts and Gilgit Scouts should be again established.

Conspiracy to divide Gilgit Baltistan people will fail, says GBUM
The conspiracies to divide Gilgit-Baltistan would be foiled and pressure would be mounted on both India and Pakistan to open the Kargil-Ladakh- Gilgit-Baltistan routes. This was stated by Gilgit-Baltistan United Movement chairman Manzoor Hussain Parwana, general secretary Ghulam Shehzad Agha and joint secretary Ismail Zia while addressing the party workers.Thye said efforts would also be made to compel India and Pakistan to withdraw their forces and other officials from Kargil-Ladakh and Gilgit Baltsitan. We will also give an impetus to the ongoing struggle for attainment of basic rights of the region, they declared. They said the rulers had been trying their level best to divide the people of the region by dividing them on the sectarian basis and perpetuate their rule. They asked the people of the region to rise above petty issues and forge unity in their ranks to foil the designs of the rulers and get their due rights. They said the main objective of their party was to take out the people from strife and make them a united nation and identity. When Pashtoons, Baloch, Sindhis and Punjabis identify themselves on the basis of their nationalities, why not the people of Gilgit-Baltistan who are a distinct people in all aspect. They said a specific coterie of people were out to divide the people of the region on petty issues, so that they cannot rise to fight for their rights. They asked the local government officials to keep a close vigil on such elements and safeguard the interest of the region.

Kashmir is not a property of its Muslim inhabitants
Kashmir is not a property of its Muslim inhabitants
Chairman Gilgit-Baltistan United Movement (GBUM) Manzoor Hussain Parwana has said on the occasion of the historic day of October 4, he on behalf of his party and the two million people of Gilgit-Baltistan pays tributes to the people of Kashmir and their political leaders for once again drawing our attention towards the moments in history during which we as a free nation had also carved out an independent state for ourselves. Every year by commemorating the day as the day of independent republic of Kashmir, the people of Kashmir draws the attention of the free and civilized world towards the people of a region who have been subjugated and kept deprived of all basic human rights by two democratic countries for the last over half a century. It is a fact that India and Pakistan have never respected the wishes of the people of Kashmir but turned the valley into a garrison area for achieving their own vested interests, where every Kashmiri sees his brother and sister being killed on other side of the bloody border.Apart from the injustices of the governments of both the countries, the so-called political leadership of Kashmir has also taken undue advantages of the situation at the cost of the people of Kashmir. The mujahidden, separatists and conferences who claim to get the region liberated by force from India and accede to Pakistan have further compounded the situation. I believe that the day when each Kashmiri realizes that Kashmir is not a property of its Muslim inhabitants alone but all who live here including Muslims, Hindus, Sikhs and Pundits have the right to rule and neither they want to accede to Pakistan on the basis of religion nor they want freedom from India due to anti-Hindu sentiment but want to make their region an independent state without consideration of caste, creed and religion, only then the day of independence will dawn in the region. On the historic day of Kaashmir Democracy Day, I want to call upon the people of Kashmir and Gilgit-Baltistan to expedite their efforts and struggle for attaining freedom for their region so that peace and prosperity prevailed in the region including South Asia.

CALLED TO RESTORE STATE SUBJECT RULE IN GILGIT BALTISTAN
SKARDU: Chairman Gilgit-Baltistan United Movemnet (GBUM) Manzoor Husain Parwana has said the local population of the region is faced with insecurity due to the monopoly of the alien bureaucracy. He said if efforts to turn the local population into a minority by settling outsiders in the region were not stopped, the area would see Fata-like situation. He stated this while addressing the workers of the All Parties National Alliance (APNA)'s central working committee here. He said to keep Gilgit-Baltistan clear of terrorists, extremists and anti-social elements, strict implementation of the State Subject Rule had become necessary. He said outsiders making huge properties in the region under the patronage of civil and military bureaucracy were a big challenge for Gilgit-Baltistan, adding if the trend was not stopped the future of the region would be unsafe.Mr Parwana said the brave people of Yasen-Gandayi had taken a bold step by raising voice against plundering of their resources by a foreign company. He said the people of Gigit-Baltistan should not take side with those who were hell-bent on selling the resources of the region at throwaway prices to outsiders. If we failed to protect our natural resources, our next generation would face starvation, he added. He said if the trend to allot land in Gilgit-Baltistan and issue leases to outsiders continued the people of the region would be compelled to take take any action to protect their land and resources. He said the consequence of challenging the honour of the local people would be disastrous.

Pakistan blamed for Gilgit Baltistan's trouble
Pakistan blamed for Gilgit Baltistan's trouble
The continuation of the exploitative and colonial policies in Gilgit-Baltistan has increased the sense of frustration and anger among the people of the region.
The resolution of the NWFP assembly seeking renaming of Diamer-Basha dam as Basha; the Bhunji dam plan and unchecked looting and plundering of natural resources of the region have smashed the dream of accession of Gilgit-Baltistan with Pakistan.
These views were expressed by Chairman Gilgit-Baltistan United Movemnet Manzoor Husain Parwana.
Commenting on the recent killing of NLI personnel in tribal areas, he said to eliminate the impression that NLI was the local army of Northern Areas, people from Punjab and NWFP were being inducted in the unit and Balti and Gilgiti youth were dispersed to different units and local NLI personnel were sent to trouble-hit areas of NWFP and Balochistan. This, he added, was like rubbing salt into the Kargil injuries of the people of Gilgit-Baltistan.
He said the new government was giving safe exit to those who sent the NLI personnel to Kargil in the disguise of mujahideen and got them killed in a large number. It is disappointing that now bodies of NLI personnel are brought home from the tribal areas, igniting the sentiment of the masses.
Parwana said though ‘Washington obedient’ rulers of Islamabad were trying to restore democracy in Pakistan but they never bothered to give basic rights to the 20 million people of Gilgit-Baltistan for the last over 60 years. No tangible steps have been taken to change the socio-economic condition of the area and the local people still remain deprived of all their basic constitutional rights. Even talking about the issues of Gilgit-Baltistan in the National Assembly of Pakistan is prohibited and the matter is termed sensitive. All these show that the people of this region have nothing to do with Pakistan.
He said looking at the socio-economic condition of Pakistan, its army’s war on terror with the people in tribal areas, the demand for representation in the National Assembly would be a suicidal decision for the people of Gilgit-Baltistan.
He said the people of Gilgit-Baltistan have now abandoned the intention to commit suicide and started struggle for a powerful and independent assembly which was a realistic timely decision.

Gilgit Baltistan leader demands Musharraf,s trial for killings
SKARDU 20 August 2008:
Chairman Gilgit-Baltistan United Movement (GBUM) Manzoor Husain Parwana has demanded that former president Pervez Musharraf should stand trial on the charge of killing innocent people not only in Pakistan but also in Gilgit-Baltistan.
In a statement here, he said Musharraf was responsible for launching the Kargil war in which hundreds of NLI personnel were killed. Not only this, Musharraf was also charged with killing innocent people in Gilgit-Baltistan at the behest of former dictator General Ziaul Haq in the year 1988.
He said Musharraf should be tried in the International Court of Justice so that no future dictator can commit such crimes in the country.
He said PML-N leader Nawaz Sharif had been demanding commission to probe the Kargil war and make Musharraf accountable for the killing. Now time has come Nawaz Sharif honoured his promises and form a commission to probe the Kargil war and bring the responsible to justice.
He stressed the need to form a transparent and independent commission to expose the fact behind the war and make the public know who planned and benefited from the war and who were responsible for the killing of NLI personnel after sending them to the war in civilian dresses disguised as mujahidden.
He said Kargil International magazine was banned for criticizing Musharraf. The charge-sheet prepared and published by the magazine against Musharraf has now turned out to be 100 per cent true and the local administration of Gilgit-Baltistan should apologize to the journalists and withdraw all cases against them, he added.

BSF services for political awakening hailed
BSF services for political awakening hailed
SKARDU: Baltistan Students Federation's services for the subjugated people of the region in attaining their basic rights during the last 23 years have been historic and praiseworthy. BSF has also created political awakening among the people of the region besides providing a platform for the nationalist parties of Gilgit-Baltistan.
This was stated by Chairman Gilgit-Baltistan United Movement (GBUM) Manzoor Hussain Parwana while addressing the central convention of BSF here.
He said the leadership of BNF, GBDA and GBUM had earlier worked in the platform of the BSF. He said some elements were out to harass the students of Baltistan and keep them away from their efforts to achieve national rights.
He advised the students not to give an ear to such elements because remaining slaves does not suit the sons of Ali Sher Achan, adding the day was not far when the youth of the region would be in the forefront of the struggle for independence by following in the footsteps of Ali Sher Achan.
Mr Parwana said the BSF was a students' body which did not believe in ethnicity, sectarianism and prejudice. He said those who at the behest of security agencies were trying to push the students towards ethnic and regional prejudices would never succeed in their designs. He expressed the hope that the BSF leadership would foil all such conspiracies through judicious decisions.
He said under a conspiracy, the students of the region were being kept away from their culture, language and tradition. In this regard, he added, the politicians and intellectuals of the region were also responsible in one way or the other. He said our politicians have been boasting that they have got the region's succession with Pakistan but they do not tell the masses if the area had ever acceded to Pakistan who was responsible for taking this decision, where and when such an agreement was signed and with whom. If there exists such an agreement then why we have no representation in parliament of Pakistan, why the name of Gilgit-Baltistan is not mentioned in the constitution of Pakistan, why Pakistan considers Gilgit-Baltistan a disputed region and why the Supreme Court of Pakistan considers the area part of Kashmir?
He said Northern Areas Legislative Assembly (NALA) was about to bring a resolution calling for accession of the region with Pakistan. If such a resolution is tabled and passed by the house it would be the last knell in the coffin of our slavery, he warned, asking the people to be ready for foiling such a step.

Government policies alienating youth of Gilgit Baltistan
Chairman of the Gilgit-Baltistan United Movement (GBUM) Manzoor Hussain Parwana has said the arrest of Ghulam Shahzad Agha showed the frustration of the Skardu administration over the popular struggle of nationalist forces in the region. He said the double standard of the local administration was causing a wide gulf between the new generation of Gilgit-Baltistan and the rulers of Pakistan. In a press statement issued here, Mr Parwana said the workers of federalist political parties including the Pakistan People's Party and the Pakistan Muslim League-Nawaz (PML-N) were freely moving in the region with their vehicles hoisted with party flags while the nationalist leaders and activists were rounded up on concocted charges. He pointed out that Gilgit-Baltistan was not part of Pakistan and the free movement and activities of workers and activists of Pakistani political parties in the region was illegal and unconstitutional. He invited all federalist political parties to come forward and launch a joint struggle for achievement of basic rights for the people of the region instead of wasting their energies and resources on unimportant and unachievable objectives. He said due to poor policies on Gilgit-Baltistan, the government of Pakistan was facing troubles at the national and international levels. He said Islamabad was also facing world pressure due to human rights violations in Giolgit-Baltistan.He said that looking at the plundering of resources of the region at the hands of Pkistani rulers it seemed that the rulers had realized the writing on the wall and were trying to put their hands on whatever resources available to them. Otherwise there was no justification for opening the doors of leases for multinational companies by violating national and norms and rules and regulations, he added. He said nationalist forces in the region were getting unprecedented public support. He asked the people to stand up against plundering of their resources and protect them for the coming generations. Mr Parwana further said nationalist forces of the region were getting public support from all parts of the region and people were backing the agenda of GBDA and all nationalist parties have agreed on a one-point agenda of an independent state assembly for Gilgit-Baltistan.

GILGIT BALTISTAN AT WAR WITH NATURE IS RISK TO WORLD
GILGIT BALTISTAN AT WAR WITH NATURE IS RISK TO WORLD
International Conference: Responsibility to the Future: Business, Peace Sustainability.
Organizer: Strategic Foresight Group, Co-Host United National Global Compact
Date & Venue: 26-28th June 2008, Nehru Centre Worli Mumbai India
Presentation by: Engineer Manzoor Hussain Parwana,
Chairman Gilgit Baltistan United Movement
Honorable Mr. Chairman, Distinguish guests and Respectable delegates.
Assalamu Alaikum
I would like to draw the kind attention of the world
community and the participants of this historical
conference towards such area which is a factual truth
geographically at global level. This area is situation beneath the great Karakoram,
Himalayas and Hindukash, which is called as
Balawaristan, Dardstan, Brooshaal and Balor by the
historians, where in the last centuries its known as
Gilgit Baltistan.
Gilgit Baltistan is situated at the very heart of
Asia. It is one of the most environmentally strategic
and imperative region in the world. Covering a total
area of 28000 square miles situated in the midst of
four nuclear powers. This significant region between
China, Pakistan, Central Asian Republics and India is
also known as cockpit of Asia. Furthermore, this
land is the focus of attention of tourists and
adventurers, world over. In addition to this the said
country is extensively rich in mineral wealth and
immense natural resources.
According to the analysts "The Third World War will
be over fresh water". Then it to be understood that
Third World War will be fought in this area, which is
largest resource of fresh water after North and South
Pole.
Gilgit Baltistan is facing accelerating threats from a
rapid rise in roads, settlements, overgrazing and
deforestation. The highland glaciers are shrinking by
an amount equivalent to all the water in the giant
Indus River each year. The region’s water supplies,
fed by glaciers and the monsoons and vital for around
half the world’s population, may be harmed alongside
the area’s abundant and rich wildlife.
Mountain areas are especially important and
particularly vulnerable. These are the water towers of
the world and often home to unique wildlife species
upon which local people depend for food, medicines and
other important materials. They have often been saved
from uncontrolled development by their remoteness.
The experts say glaciers are vanishing annually and
that, by 2050, as many as 64 percent glaciers will
have disappeared. An estimated 140 million Pakistanis
live in the country arid west and depend on water from
glaciers for their survival.
The glaciers of the Himalayas are receding faster than
any other glaciers in the world. After the two polar
caps, the Himalayan glaciers are third in line as
fastest melting bodies of ice. The fauna and flora
will change as climates rise.
Retreat of glacier will directly impact water
resources and affect agriculture energy, tourism and
other sectors. Most of the glaciers in the Gilgit
Baltistan region are retreating with an average rate
of more than 12 meter per year. As glacier retreats
the glaciers lake forms .With increase of water level
in the lake a sudden release of a huge amount of water
takes place ,which rush down along the stream in the
form of dangerous flood waves called Glaciers Lake
Outburst Flood. Such phenomenon was witnessed in
Passu, Gulkin of Gojal, Gilgit in the month of June
2008. Glaciers melt in the Gilgit Baltistan region is
projected to increase flooding and rock avalanches
from destabilized slopes and to affect water resources
within next three or four decades .This will be
followed by decreased river flows as the glaciers
recede.
Local indigenous people often see their vital
resources exploited, while they benefit little from
the development. Further down river, impoverished
people are also those that are the most severely
exposed to the risk of floods and seasonal drought, as
they often has to settle in flood-risk areas.
ENVIRONMENTAL CONDITION BEFORE PAKISTAN CONTROL
Prior to the Pakistan’s control, Gilgit Baltistan was
ecologically stable and conservation of the
environment was an essential component of Gilgit
Baltistan daily lives. Gilgit Baltistan lived in
harmony with nature, both living and non-living
elements of the earth. This belief is further
strengthened by the principle of self-contentment,
that the environment should be used to fulfil one’s
need and not greed.
Gilgit Baltistan had the most successful system of
environmental protection of any inhabited region in
the modern world. Formal protection of wildlife and
environment through parks and reserves were
unnecessary as Gilgit Baltistan taught the people
about the interdependence of all living and non-living
elements of the earth.
The mountains and forests of Gilgit Baltistan were
once home to a vast range of rare and endangered wild
animals including the snow leopard, clouded leopard,
ibex, Himalayan black bear, brown bear, wild yak, blue
sheep, musk deer, golden monkey, Himalayan mouse
hare, rare vulture, ,marmot, pygmy, chough and others.
Gilgit Baltistan also had rich and untapped mineral
resources. It has deposits of about 100 different
minerals accounting for a significant share of the
entire world’s reserves of gold, lithium, uranium,
ruby, emerald, chromites, copper, borax and iron.
Gilgit Baltistan has the largest high grade uranium
deposit in the world.
Gilgit Baltistan is the source of many of the Asia’s
major rivers, including the Indus, Shoque, Gilgit and
Hunza .These rivers flow into India and Pakistan.
These rivers and their tributaries are the life-blood
of millions of people in the continent of Asia.
ENVIRONMENTAL DEVASTATION AFTER THE PAKISTAN
CONTROLLED
With the treacherously invasion of Pakistan, this
nature-friendly attitude of the people of Gilgit
Baltistan was trampled upon the name of Islam and
Muslim country. The invasion was followed by
wide-spread environmental destruction in Gilgit
Baltistan, resulting in deforestation, overgrazing,
uncontrolled mining, and extinction of wildlife, soil
erosion, landslides and other perils. The government
of Pakistan continues to extract various natural
resources without any environmental safeguard; as a
result, Gilgit Baltistan is facing an environmental
crisis, the ramifications of which will be felt far
beyond its borders.
That the more than half population of the South Asia
is depends upon the glacier of Karakoram, Himalayas
and Hindukush. The rivers flowing in India, Pakistan,
China and Nepal, only because of these glaciers and if
the preservation had not been for these glaciers then
in future the continent of Asia will face the scarcity
of water and food. Due to the Global Warming,
Deforestation, Green House effect and ozone depletion
the wild life, glaciers, environments and minerals of
Gilgit and Baltistan are in danger. Pakistani
government like an ancient kingdom have the power to
give permit to anyone to cut the whole forest of
Diamar who have the ability to pay as bribe. Pakistani
government during Late General Zia era blast the whole
mountains of Hunza in search of Ruby and other
precious minerals. The construction of KKH by cutting
and destroying a large high number altitude mountains
of Karakorum and Himalaya in 1980s which has cause
disaster to our lands natural mechanism.
Now we fear that by constructing huge Dams in Diamar
Bhasha, Bunji and Skardu by merging huge area and
displacing the indigenous people will further
aggravate the ongoing devastation of the nature which
will effect beyond our imagination.
The Military build-up on the mountains of Himalaya and
Karakorum by China, India and Pakistan with
sophisticated weapons and perhaps the of chemicals and
other harmful items may be weapons of mass destruction
and fuel is another factor to aid in the flames of
global warming.
Due to the global warming, the rate of melting and
explosion of the glaciers is enhancing. Snow falling
is decreasing year by year. Less snow fall and the
process of glaciers melting had been reached to at its
maximum level of danger. Rivers, streams and springs
had been started to dry-up due to the lack of snow
fall and the flow of river became very low. Local
population is encountering serious problems of water.
The scarcity of water and food becoming global issue.
Some other reasons had been observed for the melting
of glaciers and environmental pollution in addition to
Global Warming.
POPULATION TRANSFER:
One of the greatest threats to Gilgit Baltistan
people, culture and environment is the massive influx
of Pakistan civilians and military personnel’s into
Gilgit Baltistan, especially the pre-planned
settlement of people from the other province of
Pakistan .As a result of this population transfer,
Gilgit Baltistan have been marginalized in economic,
educational, political and social spheres and the rich
culture and tradition of Gilgit Baltistan is rapidly
disappearing.
The highest Glacier Siachen which is situated in the
mountainous range of Korakoram, which is expanded in
area of 75 kilometers, this glacier is an important
source of fresh water for Pakistan and India. For the
last 60 years the forces of Pakistan and India are
fighting with each other at this glacier. The nature
beauty of the Siachen glacier is ruining due to the
transportation of the Army, their armed equipments, as
well as the goods of eating and drinking which is
putting negative impacts on it. The clear and crystal
water flowing from this glacier is becoming
poisonous, In addition to this, the activities of the
tourist, who came here for tracking, mountaineering
and campaign also causing the bad affect on the
glaciers and the rate of melting of the glacier is
increasing.
DEFORESTATION
The deforestation is the second important cause of
the melting of glacier, the process of rain had been
stopped due to the lack of forests and the life of
glacier is lowering due to no snow fall, the
mountainous ranges and the forests of Kashmir, Gilgit
and Baltistan had been adopted the features of
cantonments. Local population as well as the million
of army personnel is utilizing the forests as fuel,
due to this reason the deforestation is increasing.
Wild lives are vanishing with the forest. The
expensive race of wild life had been finished or
facing danger to their lives. In the winter season
the temperature of had been fallen to -25 degree
Centigrade in these region. To fight with the cold
forests and trees had been cut down. Deforestation is
also important cause, as there is no substitute system
of fuel is available.
CONSTRUCTION OF MEGA DAMS
The construction of dams is one of the Pakistan’s
most unsustainable and environmentally catastrophic
'development project’. If such proposed Basha/Diamer
dam, Bonji dam and Katzara (Skardu) dam had been
constructed, then these dams will be more dangerous
for the glaciers. The series of rains will become
strong due to the construction of these dams and rainy
water will cause the melting of glaciers, according to
assessment the glacier had been finished after
melting, after the 50 years of construction of these
dams. In result not only Pakistan will become a
desert, but most of the countries of Asia will be
effect directly and thousand millions of humans and
animals with critically will face the global issue of
water and food.
WILDLIFE DECIMATION:
Prior to the Pakistan controlled, there existed a
strict ban on the hunting of wild animals in Gilgit
Baltistan. The Pakistanis have not enforced such
restrictions. Instead, the trophy hunting of
endangered species has been actively encouraged. Rare
Gilgit Baltistan animals, such as the snow leopard are
hunted for their pelt and sold for large sum of money
in the international market. Large number of antelope,
gazelle, blue sheep and wild yak are being poached by
hunters with the blessing of Pakistani forces and its
administration. Can you imagine Ibex, Snow leopard
and Antelopes, Markopolo Sheeps are being hunted by
gunship helicopters in the area.
The impact of the Gilgit Baltistan on the global
climatic pattern is significant. Experts have observed
that there is a correlation between natural vegetation
on the Gilgit Baltistan and the stability of the
monsoon.
MINING:
Large scale mining operations in Gilgit Baltistan has
been started. Extraction of borax, chromium, copper,
coal, gold and uranium is being vigorously developed
by the Pakistan government as a means of providing raw
materials for industrial growth. Today, there are many
government and private mining operations in the
industrial sector of Ghazar, Hunza and Skardu
districts. Lease are preferred mostly to the
Pakistani national because whether its Military regime
or Civilian government, they prefer to their own
nationals instead of giving license to the local
indigenous people o0f this disputed land. Pakistani
national do not consider the future interest of this
land because they only focus to grab and loot more and
more by bombing and blasting of every inch of this
land with the blessing of their own elected member
(Minister of KANA Islamabad. Government of Pakistan
has not only issued leases to its own national but to
the foreigners and particularly the Chinese also. 106
non-local Pakistan’s companies and firm has been
issued licenses, so the rate of mineral extraction in
Gilgit Baltistan is on ever high, because of the fear
of any negative result of J&K issue.
Increased mining activities further reduces vegetation
cover and thus increase the chance for severe
landslides, massive soil erosion, loss of wildlife
habitat and the pollution of streams and rivers.
The use of highly explosive is not only destabilizing
the high altitude mountains but also diminishing the
rare birds and animals from this region. Which causes
heavy toll to the echo-system of the nature.
The exploration of minerals in the mountain, is also
destroying the natural beauty of the mountains. The
aim of looting of natural resources has created
difficulties in spite of providing facilities to the
human being. The global changes in environment and the
activities of human being had created a problem of
water and food, if the world had not prepared any
strategy for the preservation of glaciers, forest and
wildlife then the indigenous people of this region
will also be vanished very soon like Dinosaurs.
The environmental issue of Gilgit Baltistan is not an
inconsequential regional issue, but has huge global
significance to warrant international attention. More
than ever before, the urgent need to save the Gilgit
Baltistan from ecological devastation. Because, it is
not the question of the survival of the mountains and
wild life of Gilgit Baltistan, but the humanity is at
stake.
SUGGESTIONS:
Transformation of the whole of Gilgit Baltistan into a
zone of peace;
Restoration and protection of Gilgit Baltistan natural
resources by protecting Forest and wild life.
All the leases and licenses issued by Pakistan to
blast and cut the mountains should immediately be
banned.
The construction of the Diamar Bhasha Dam and Bunji
Dams should be abandoned immediately where highly
explosive are being used. The construction of huge
Dams in the vicinity of glaciers, in the areas of
China, Pakistan, India and Nepal should be stopped,
particularly Pakistan restrain for the construction of
Basha/Diamar dam, Bonji dam and Katzara dam , so that
the eco-system may be saved from the effects of dams.
The government of China, India and Pakistan are
requested to take back The weapons of Mass destruction
and Chemicals from the mountains of Himalaya and
Karakorum.
Pakistan’s national influx and settlement to
systematically change the demography of this region
should be Abandon, which threatens the very existence
of the indigenous people of Gilgit Baltistan as a
result of exotic national are involved in the
destruction of the nature and its ecology.
Effective strategy has to be adopted for the
preservation of glaciers and its effect on the global
environments and take necessary step for its remedy.
The practical steps may be taken for the awareness
among the indigenous people in the vicinity of
forests and glacier
By creating an artificial glacier and flourishing the
glacier, step may be taken for the durability of these
natural assets.
Pakistan and India should withdraw their forces from
the Siachen glacier and other snow covered peaks and
keep away the glaciers from the chemical weapons and
human activities, so the flowing water from these
glaciers remain clean and safe.
Deforestation prohibited and ensured the safety of
wild life and for the fulfilment of the necessity of
fuel arrangements may be made for Hydro-Electric.
The use of Explosives and Chemicals in exploration of
minerals should be declared as prohibited.

International Conference: Responsibility to the Future: Business, Peace Sustainability.
Organizer: Strategic Foresight Group, Co-Host United National Global Compact
Date & Venue: 26-28th June 2008, Nehru Centre Worli Mumbai India
Presentation by: Engineer Manzoor Hussain Parwana,
Chairman Gilgit Baltistan United Movement
Honorable Mr. Chairman, Distinguish guests and Respectable delegates.
Assalamu Alaikum
I would like to draw the kind attention of the world
community and the participants of this historical
conference towards such area which is a factual truth
geographically at global level. This area is situation beneath the great Karakoram,
Himalayas and Hindukash, which is called as
Balawaristan, Dardstan, Brooshaal and Balor by the
historians, where in the last centuries its known as
Gilgit Baltistan.
Gilgit Baltistan is situated at the very heart of
Asia. It is one of the most environmentally strategic
and imperative region in the world. Covering a total
area of 28000 square miles situated in the midst of
four nuclear powers. This significant region between
China, Pakistan, Central Asian Republics and India is
also known as cockpit of Asia. Furthermore, this
land is the focus of attention of tourists and
adventurers, world over. In addition to this the said
country is extensively rich in mineral wealth and
immense natural resources.
According to the analysts "The Third World War will
be over fresh water". Then it to be understood that
Third World War will be fought in this area, which is
largest resource of fresh water after North and South
Pole.
Gilgit Baltistan is facing accelerating threats from a
rapid rise in roads, settlements, overgrazing and
deforestation. The highland glaciers are shrinking by
an amount equivalent to all the water in the giant
Indus River each year. The region’s water supplies,
fed by glaciers and the monsoons and vital for around
half the world’s population, may be harmed alongside
the area’s abundant and rich wildlife.
Mountain areas are especially important and
particularly vulnerable. These are the water towers of
the world and often home to unique wildlife species
upon which local people depend for food, medicines and
other important materials. They have often been saved
from uncontrolled development by their remoteness.
The experts say glaciers are vanishing annually and
that, by 2050, as many as 64 percent glaciers will
have disappeared. An estimated 140 million Pakistanis
live in the country arid west and depend on water from
glaciers for their survival.
The glaciers of the Himalayas are receding faster than
any other glaciers in the world. After the two polar
caps, the Himalayan glaciers are third in line as
fastest melting bodies of ice. The fauna and flora
will change as climates rise.
Retreat of glacier will directly impact water
resources and affect agriculture energy, tourism and
other sectors. Most of the glaciers in the Gilgit
Baltistan region are retreating with an average rate
of more than 12 meter per year. As glacier retreats
the glaciers lake forms .With increase of water level
in the lake a sudden release of a huge amount of water
takes place ,which rush down along the stream in the
form of dangerous flood waves called Glaciers Lake
Outburst Flood. Such phenomenon was witnessed in
Passu, Gulkin of Gojal, Gilgit in the month of June
2008. Glaciers melt in the Gilgit Baltistan region is
projected to increase flooding and rock avalanches
from destabilized slopes and to affect water resources
within next three or four decades .This will be
followed by decreased river flows as the glaciers
recede.
Local indigenous people often see their vital
resources exploited, while they benefit little from
the development. Further down river, impoverished
people are also those that are the most severely
exposed to the risk of floods and seasonal drought, as
they often has to settle in flood-risk areas.
ENVIRONMENTAL CONDITION BEFORE PAKISTAN CONTROL
Prior to the Pakistan’s control, Gilgit Baltistan was
ecologically stable and conservation of the
environment was an essential component of Gilgit
Baltistan daily lives. Gilgit Baltistan lived in
harmony with nature, both living and non-living
elements of the earth. This belief is further
strengthened by the principle of self-contentment,
that the environment should be used to fulfil one’s
need and not greed.
Gilgit Baltistan had the most successful system of
environmental protection of any inhabited region in
the modern world. Formal protection of wildlife and
environment through parks and reserves were
unnecessary as Gilgit Baltistan taught the people
about the interdependence of all living and non-living
elements of the earth.
The mountains and forests of Gilgit Baltistan were
once home to a vast range of rare and endangered wild
animals including the snow leopard, clouded leopard,
ibex, Himalayan black bear, brown bear, wild yak, blue
sheep, musk deer, golden monkey, Himalayan mouse
hare, rare vulture, ,marmot, pygmy, chough and others.
Gilgit Baltistan also had rich and untapped mineral
resources. It has deposits of about 100 different
minerals accounting for a significant share of the
entire world’s reserves of gold, lithium, uranium,
ruby, emerald, chromites, copper, borax and iron.
Gilgit Baltistan has the largest high grade uranium
deposit in the world.
Gilgit Baltistan is the source of many of the Asia’s
major rivers, including the Indus, Shoque, Gilgit and
Hunza .These rivers flow into India and Pakistan.
These rivers and their tributaries are the life-blood
of millions of people in the continent of Asia.

A pronounced gathering of the significant alliance of nationalist parties of Gilgit Baltistan Democratic Alliance was held on 15th June 2008, in Chowk Yaadgar-e-Shohda, Skardu – Baltistan. This public gathering was organized by the nationalist party i.e. Gilgit Baltistan United Movement. This public congregation unilaterally accepted and presented a combination of resolutions which has been named as “please pay attention – the World community”. The all public representative Gilgit Baltistan Democratic Alliance has appealed to United Nation (UN), European Union (EU), the civilized countries of the world and the whole community in general to focus their attention towards Gilgit Baltistan so as to help them out in achieving their just and basic human rights and political demands. These are:-

GILGIT BALTISTAN LEADER CONDEMNED KARACHI PACT
Press Release
Gilgit 28th 2008
Gilgit Baltistan Democratic Alliance called a general public gathering in Gilgit at Ghari Bagh today to protest against Karachi agreement. The leaders of Balawaristan National Front ,Gilgit Baltistan United Movement ,Karakuram National Movement ,Blore Research Forum and Bloristan Labour party addressed the gathering.
Chairman of the Gilgit-Baltistan United Movement Manzoor Hussin Parwana said that Gilgit-Baltistan is not part and parcel of Pakistan but even then Islamabad has been entering into various treaties and contracts with China and was executing various projects in the region including the widening of Karakoram Highway, Diamer-Basha Dam and lying of railway lines over the region. It is very surprising that the people of Gilgit-Baltistan have completely been kept in dark about the agreements between the two countries. “We may support such projects with our reservations.
“I want to convey the message to China through this press conference that Gilgit-Baltistan does not come under the ambit of the constitution of Pakistan due to its status as a disputed part of the Kashmir problem. Therefore, China should not inter into any agreement with the government of Pakistan without the consent of the people of Gilgit -Baltistan. He added.
Parwana said that Gilgi-Baltistan is passing through a critical and decisive period and its political independence and identity have become part of the international agenda and the world’s human rights organizations, the International Crisis Group and European Parliament are now debating and raising finger at political, constitutional and socio- economic conditions of Gilgit-Baltistan. However, unfortunately, the so-called public representatives of the area are still acting as puppets of the Pakistani government.
The 60-year-old colonial system in the region has ruined and paralyzed the indigenous economic, social and cultural life and the obsolete system imposed on the region by the government of Pakistan has completely failed to ensure basic rights of the people.
Parwana opined that the roots of dictatorship is strengthening in Gilgit Baltistan day by day .The army rule is being maintained in the civil departments while the military officers are getting out from civil institution in Pakistan .

Why Gilgitis and Baltis want to escape?
According to a survey, thousands of Pakistanis desire to leave their ‘beloved’ country and settle abroad. Are we close to be at par with Iraq and Afghanistan. How strange that Pakistani citizens are sick and tired of their country but the so-called `visionary’ leaders of Baltistani and Gilgiti are trying to persuade our innocent and simple people that we should integrate ourselves into Pakistan and become part of it. So what is so lovely about Pakistan that we should integrate with it? If it is so lovely, why majority of its 160 million citizens want to leave the country. Let us announce free visas for Pakistanis to EU and USA and see how many stay behind. I bet they will kill each other to get in the line first. Let us have a reality check. BBC in its report has ignored the fact that every year hundreds of thousands of Pakistanis spend millions of rupees to get visas for EU, USA, Canada, Australia and so on. They even cross oceans by ships, trapped in closed air-tied containers like animals and many die on the way. They travel via land across Iran, Turkey and into EU and again lose precious lives. They prefer to lose their lives while making an attempt to leave it, but would not opt for staying in Pakistan indefinitely? I have never heard of any Muslim making such an effort to reach Makkah. This desperation speaks for itself that Pakistanis do not think their country as a place worth living. Alas! this simple logic does not make a dent in the determination of our Balti and Gilgiti ‘political leaders who day in and day out chant the slogan of ‘Pakistan is our only destination’. Should we just laugh or try to rescue the 98% of Baltis who are simple minded and also helpless (barring 2% ‘merge-with-Pakistan-as-5th-province-slogan-chanting-visionaries’ who have enough wealth and backing of the establishment). For sure, poor Baltis and Gilgitis care for their economic prosperity over political rhetorics and myths. For sure, they will also leave Pakistan and its unjust political system if given a choice. For sure, they also see no economic respite if remained stuck with Pakistan. So if the Baltis and Gilgitis are too readily to leave Pakistan under a fair option, then why the land of Baltisan and Gilgit should remain trapped with Pakistan? How does that make any sense? Baltis and Gilgitis would be leaving Pakistan under desperation to improve their economic and political standards leaving behind the establishment to take care of the endless resources of the region. Wouldn’t it be great if Baltis and Gilgitis retained their place of birth and identity.

Gilgit Baltistan Leaders seeking supports of the Pakistan’s COAS
Gilgit Baltistan United Movement Chairman Manzoor Hussain Parwana, seeking support of the Pakistan's COAS and civil society to end the colonial control of Pakistan from Gilgit Baltistan.
Addressing party members gathering in Skardu, he asked Chief of Army Staff General Pervaiz Kayani to play active role for the elimination of the agency's role from Gilgit Baltistan and call back the Forces and intelligence agencies to reduce military’s influence from the civilian matter.
Mr. Parwana said that Gilgit Baltistan nation is not only denied their basic identity but are also denied the right to vote in elections. Thus they do not have an Assembly or representative/s in the Pakistan Assembly, nor can they vote for any member of the Pakistan Assembly, yet they hold Pakistani national identity card. This confused state of affairs is superadded by absolute authority of controlling all decisions about that land by Pakistan Army personals.
The consideration number of people celebrated the winning of PPP and PML (N) in Gilgit Baltistan is a shameful act, it is a dance of slaves over change of master. He criticized
The bogus empowerment package of President Musharraf is not only rejected by the people it is also rejected by the international community such as member of European Parliament Emma Nicholson and termed it a cosmetic. "We want a constitution assembly not a colonial-era like Legislative Assembly under the control of Pakistani minister" he said.
Mr. Parwana also demanded Mr. Kayani to establish a commission on Kargil Operation 1999 to identify the hidden hands behind the Operation in which a very large number of youth from Gilgit Baltistan were made to die like goats and sheep.
