Gilgit Baltistan: Nationalists reject Pakistan-China accords


The chairman of the Gilgit-Baltistan United Movement (BGUM), Manzoor Hussain Parwana, said Pakistan’s decision to ignore the people of Gilgit-Baltistan in the Kashghar to Gwadar economic corridor and other mega projects with China was a big injustice with the people of the region. In a statement here, the GBUM chief said that Nawaz Sharif was not an elected representative of the people of Gilgit-Baltistan and as such has no authority to enter into any agreement with a foreign country involving the dispute territory or its borders. He said that signing of the agreement by the prime minister of Pakistan with China without taking the indigenous people of Gilgit-Baltistan was against the international laws. The GBUM leader said that under the Tashkent agreement in 1962, the then prime minister of Pakistan Zulfikar Ali Bhutto gifted 2600 square kilometers of Gilgit-Baltistan territory to China and in return the construction of the Karakorum Highway was taken up. Six decades after the creation of Pakistan, the disputed status of Gilgit-Baltistan has not been resolved and the people of the region have no representation in parliament of Pakistan. While the people of Gilgit-Baltistan remain deprived of all their rights, Pakistan’s decision to enter into so many agreements to launch projects in the disputed territory was increasing the sense of deprivation among the people of the region. He also said that both China and Pakistan should understand that the people of Gilgit-Baltistan would neither allow them to treat their area as a property on sale nor tolerate trampling of their rights.

SUB:APPEAL FOR URGENT ACTION AGAINST GROSS VIOLATION OF HUMAN RIGHTS IN THE 
DISPUTED TERRITORY OF GILGIT BALTISTAN BY IMPOSING A DRACONION LAW AND 
ANTI TERRORISM ACT.
His Excellency;
It is brought to your kind information through representatives of UNMOGIP Office /station at Gilgit about the gross violations of human rights by Government of Pakistan and its administration in Gilgit Baltistan .Details are as under.
1. That recently anti terrorist court establish at Gilgit has sentenced Baba Jan , iftikhar and other 10 activists of human and political rights for life imprisoment . Their only crime was to raise voice against brutal killings of two innocent Affecties and injuring of four person by police force at Hunza Gilgit Baltistan.
2. That this Anti Terrorism act has been imposed in Gilgit Baltistan unconsititutionally and unlawfully by Government of Pakistan while under the mandate of UNCIP resolutions , no such powers have been given to the government of Pakistan for imposing such draconion Laws in Gilgit Baltistan just to supress the political and human rights activities.
3. That under the UNCIP resolutions government of Pakistan has just to assist the local self Government in Gilgit Baltistan in running internal affairs of this disputed region . While the Government of Pakistan has unilaterally imposed barbaric laws to supress the political movements and recent punishments to the political activists is an example of such violations.
4. That this act /action of Government of Pakistan is Gross violation of UN hunam rights charter as well as UN security Council and UNCIP resolutions.
In the light of above facts,you are requested to kindly take serious notice of these gross violations of human rights in Gilgit Baltistan and directions may be issues to Pakistan Government for withdrawal of fabricated criminal cases againt Baba jan,iftikhar and other political activists of Gilgit-Baltistan.Further directions may aslo be issued for withdrawal of barbaric law of Anti-Terrorism act from Gilgit-Baltistan .Which has been imposed in this disputed region directly by islamabad.

- Cine sunteţi dumneavoastră, domnule Manzoor Parwana? Ce ar trebui să ştie opinia publică din Uniunea Europeană despre dumneavoastră?
- Numele meu este Manzoor Hussain şi sunt de obicei cunoscut sub numele de Manzoor Parwana. Sunt preşedintele Gilgit Baltistan United Movement (GBUM), o organizaţie pro-independentă din Gilgit Baltistan. De asemenea, sunt redactor-şef al revistei lunare Kargil International, acum interzisă. Sunt activist pentru drepturile omului, analist de mediu şi jurnalist independent. 
M-am născut pe 2 aprilie 1975, în satul Thowar, Districtul Skardu, în Gilgit Baltistan. Locuiesc cu familia mea şi suntem fermieri din clasa de mijloc în Thowar. În 1991, am absolvit şcoala publică Ali Ali, din Karachi. Am dobândit diploma de licenţă în inginerie la Dawood, Colegiul de Inginerie şi Tehnologie din Karachi, şi am obţinut o diplomă de inginer chimist la Universitatea NED Karachi în 2002.
Cariera mea politică a început în 1990, în timp ce încă eram student. Am lucrat ca secretar al Federaţiei Studenţilor de Informare din Baltistan (BSF), o organizaţie din Pakistan. Din 1990 până în 1998, am lucrat pe diferite poziţii în BSF. Am fost ales preşedintele BSF în 1999. Am jucat un rol activ în politica sindicatului universităţii între anii 1996 şi 2002. Rolul meu activ în politica naţională a Gilgit Baltistanului a început în 2005, când am pus bazele primului partid politic (GBUM), împreună cu seniorii de BSF. În 2000, am început să public o revistă lunară, Kargil International.
La data de 8 septembrie 2004, administraţia civilă a sectorului Skardu a interzis revista şi a confiscat mii de exemplare tipărite. Ministerul de Interne a admis că acţiunile împotriva revistei au fost luate în numele Comandantului Forţelor Nordice, guvernatorul militar al Gilgit Baltistanului. Revista a fost interzisă din cauza unui articol intitulat „Gilgit Baltistan, stat independent pe harta lumii“ şi a fost acuzată de publicarea de articole „subversive şi înclinate spre revoltă“ – este vorba despre articolele din martie/iunie 2004 – şi de „instigarea oamenilor împotriva preşedintelui Musharaf şi calomnierea persoanei acestuia“. La data de 14 septembrie 2004, Ministerul de Interne din Gilgit Baltistan a emis un mandat de arestare pe numele meu, în baza articolelor 124A, 131, 153A, 501 şi 505B din Codul Penal pakistanez.
Poliţia a încercat de mai multe ori să mă aresteze şi i-a hărţuit pe membrii familiei mele şi pe colegi. Timp de şase luni, cât m-au vânat cu acuzaţii, am fost forţat să trăiesc incognito. Cu toate acestea, am fost arestat de poliţie şi trimis la închisoare. Mai târziu, după un proces de cinci ani, instanţa m-a eliberat.
În 2005, am publicat prima mea carte în limba urdu, cu titlul Such Likhna Jurm Hai (Este o crimă să scrii adevărul). Regimul lui Musharraf mi-a confiscat toate exemplarele şi a interzis circulaţia, vânzarea şi lecturarea cărţii.
Am prezentat problema naţională a Gilgit Baltistanului pe mai multe forumuri naţionale şi internaţionale. Am vizitat New Delhi în 2006, pentru a participa la conferinţele ICM (Institutul pentru Managementul Conflictelor). Am atras atenţia Pakistanului şi Indiei asupra problemelor din Gilgit Baltistan. Printre preocupările mele politice se numără contestarea alegerilor Adunării Legislative din Gilgit Baltistan din 2009. De asemenea, am scris numeroase articole pe teme politice şi de mediu referitoare la Gilgit Baltistan.
Am fost arestat din nou de către Pakistan Rangers şi de poliţia oraşului Gilgit după discursul meu în cadrul convenţiei pregătite de Organizaţia Naţională a Studenţilor din Balawaristan (BNSO) la 28 iulie 2011. Regimul de ocupaţie din Pakistan deja mă acuzase de răzvrătire, potrivit secţiunilor 123A, 124A şi 153A din Codul Penal, pentru că demascam forţele pakistaneze, pe agenţii lor de informare şi activităţile lor ilegale din Gilgit Baltistan.
Am fost dus la Inter Services Intelligence (ISI), Centrul de la Sonikote Gilgit, unde am fost interogat de către ISI, MI şi alte forţe, şi am fost torturat fizic şi mental. Am fost arestat pentru că îmi exprimasem sprijinul pentru refugiaţii din Ladakh, care ceruseră deschiderea liniei de control, reinstaurarea legislaţiei statale în regiune şi a drepturilor fundamentale ale omului pentru naţiunea ocupată. Am fost trimis la închisoare pentru mai multe luni. Mai târziu, din fericire, am fost eliberat pe cauţiune.
- Care sunt problemele curente din activitatea socială şi politică?
- Problemele actuale ale naţiunii noastre sunt negarea dreptului la autodeterminare şi degradarea identităţii naţionale şi culturale. Lupt pentru dreptul de autodeterminare al poporului din Gilgit Baltistan, privat de drepturi civice pe parcursul ultimelor două decenii. Oamenii din Gilgit Baltistan vor continua să-şi ducă viaţa în sărăcie, cu negarea totală a libertăţii de exprimare şi fără activitate politică.
Agenţiile pakistaneze secrete militare şi partidele politice au intervenit prea mult în afacerile interne din viaţa mea personală. Mi-au fost interceptate şi cenzurate telefoanele, scrisorile şi e-mail-urile. Agenţiile urmăresc unde călătoresc şi toate tipurile de activităţi politice şi personale. Nu am voie să merg în străinătate. Sunt obligat să apar în faţa instanţei din Pakistan o dată pe lună, pentru a dovedi prezenţa mea în regiune. Nu am voie să practic comerţul liber sau să desfăşor alte afaceri. Membrilor familiei mele, prietenilor şi lucrătorilor de partid le este interzisă intrarea în serviciile guvernamentale. Simpatizanţilor mei le sunt suspendate drepturile guvernamentale, sunt torturaţi, transferaţi şi umiliţi. Agenţiile pakistaneze au făcut şi încercări de a mă extermina, aşa cum m-au acuzat a fi şi agentul Europei, al Israelului, al Indiei ori al Americii.
În mod ironic, activitatea politică pentru naţionaliştii din Gilgit Baltistan este restricţionată şi forţele sale de securitate îşi suprimă imediat orice aspiraţii similare. Au crescut numeric încălcările drepturilor omului şi agresiunile împotriva celor ce apără drepturile omului. Există o interdicţie totală privind activitatea politică şi adunarea publică a naţionaliştilor şi mulţi activişti şi lideri nu se pot întoarce în regiune. A devenit o rutină pentru agenţii pakistanezi, iar agenţii serviciilor secrete dau buzna în casele activiştilor politici, ca să-i ameninţe pe membrii familiilor acestora. Situaţia are nevoie de atenţie internaţională imediată, deoarece apărătorii drepturilor omului nu sunt în siguranţă nici în propriile lor case.
Regimul creează conflicte sectare şi rasiale pentru a menţine status-quo-ul şi pentru a slăbi forţa maselor. Este cunoscut faptul că băştinaşii din Gilgit Baltistan au coexistat paşnic timp de secole, în ciuda diferenţelor lingvistice şi religioase. Acum, schimbările demografice şi genocidul etnic şi religios au adus daune ireparabile în structura socială locală. Sistemul colonial actual nu a reuşit să ofere ajutor oamenilor de rând pentru că autoritatea absolută se află în mâinile agenţiilor şi birocraţilor din serviciile secrete pakistaneze, care sunt interesaţi doar de regula “divide şi stăpâneşte”, pentru a se menţine în regiune.
“Gilgit Baltistanul îndeplineşte criteriile unui stat independent”
- Ce puteţi să le transmiteţi cititorilor noştri despre cultura şi arta din ţara dumneavoastră?
- Ţara mea este o regiune disputată de India şi Pakistan. Este situată chiar în inima Asiei. Este o regiune dintre cele mai strategice din punct de vedere al mediului. Acoperind o suprafaţă totală de 28.000 de kilometri pătraţi, este situată în mijlocul a patru puteri nucleare. Această regiune semnificativă între China, Pakistan, republicile din Asia Centrală şi India mai este cunoscută şi sub numele de Carlinga Asiei. Mai mult decât atât, acest teren este în centrul atenţiei turiştilor şi aventurierilor, care vin aici din toată lumea. În plus, este foarte bogată în minerale şi dispune de resurse naturale imense.
Din punct de vedere istoric, Gilgit Baltistanul a fost şi este situat la intersecţia a diferite civilizaţii. Are o locaţie unică şi serveşte ca punct de confluenţă între cele mai mari lanţuri muntoase din lume – Pamir, Karakoram şi Hindukuş. Mai este şi un spaţiu de confluenţă a diverselor culturi. Pentru că duc o viaţă uitată de manualele de istorie, foarte departe de restul lumii, localnicii se ocupă cu agricultura, creşterea vitelor, cultura pomilor fructiferi şi a cerealelor.
Gilgit Baltistan este casa unui număr de entităţi culturale şi grupuri etnice diverse. Această multitudine de culturi se datorează amplasării strategice. Având în vedere aspectele multiculturale şi multilingvistice, oamenii au un stil de viaţă frumos prin diversitate şi atitudini care prezintă o societate pluralistă, de trai paşnic şi armonios. Regiunea adăposteşte tradiţii culturale şi montane diverse şi pe cale de dispariţie. Din punct de vedere istoric, aceste zone s-au detaşat de restul lumii şi viaţa lor gravitează în jurul animalelor şi agriculturii.
Pe parcursul unui an, au loc în Gilgit Baltistan mai multe festivaluri, o caracteristică unică a diversităţii culturale şi a diverselor forme de expresie. Aceste festivaluri acoperă un număr de sărbători sezoniere importante, evenimente culturale şi festivităţi religioase şi adaugă valoare împrejurimilor naturale, diversităţii umane, culturale, artistice, de artizanat şi de patrimoniu.
Shina, Balti, Burushaski, Khuwar, Wakhi şi Domaki sunt principalele limbi vorbite în regiune. Instrumentele muzicale utilizate în mod obişnuit sunt Dadang (tambur), Damal (percuţie), Duff (tambur circular), surnaiul (un fel de flaut), Ghijak (un tip de vioară), Sitar, Rubab şi Gagbi (flaut). Să nu uităm că Gilgit Baltistan este o naţiune foarte veche, care a reuşit să-şi protejeze tradiţiile şi obiceiurile, în funcţie de viaţa culturală a naţiunii. Există aici peste 20.000 de piese de artă în piatră şi petroglife. Sculpturile au fost efectuate de diverşi invadatori, comercianţi şi pelerini, care au trecut de-a lungul rutei de comerţ, precum şi de către populaţia locală. Au fost cioplite în stâncă cu unelte din piatră şi au o patină considerabilă, care le dovedeşte vârsta.
Este cunoscut faptul că, deoarece are două milioane de oameni, Gilgit Baltistanul este o regiune disputată, una dintre cele mai bogate din lume. Pakistanul ia peste 60 de miliarde de rupii din zonă, sub diferite impozite în fiecare an, dar în schimb dă indigenilor o sumă meschină, de aproximativ 10 miliarde de rupii anual, şi aceea în rate. Pakistanul pune clandestin în aplicare un plan de schimbare demografică a regiunii, sub forma unor reguli de stat, care are drept scop distrugerea culturii şi artei din regiune. Schimbul de activităţi culturale le este interzis celor din Gilgit Baltistan. Se pun restricţii privind circulaţia persoanelor şi închiderea vechilor rute comerciale, o încălcare flagrantă a drepturilor omului.
Gilgit Baltistanul poate avea acces comercial la cinci ţări prin peste 15 de rute terestre. Cu toate acestea, printr-o conspiraţie, aceste rute comerciale au fost închise, indigenii rămân blocaţi în zonă şi folosesc numai autostrada Karakarum, care a rămas şi ea închisă pentru cea mai mare parte a anului, ca urmare a atacurilor teroriste şi a problemelor de securitate. Familiile destrămate din această cauză caută să-i întâlnească pe cei apropiaţi, aflaţi de cealaltă parte a graniţei, dar încă nu există vreo speranţă că frontiera ar putea fi deschisă.
- Cum vedeţi viitorul dumneavoastră în ceea ce priveşte activitatea civică şi politică?
- Gilgit Baltistan United Movement (GBUM) este un partid format din indigenii care au luptat pentru dreptul de autodeterminare a poporului, privat de drepturi civice în regiune. GBUM are o agendă pentru obţinerea independenţei, cu scopul de a elibera Gilgit Baltistanul de controlul Pakistanului. GBUM este o mişcare autentică, a luptat pentru a atinge acest obiectiv şi sunt mândru să susţin că acesta este singurul partid politic naţional din regiune.
Sunt încă plin de speranţă şi am văzut lumina de la capătul tunelului. Sunt foarte optimist şi ferm convins că planul Pakistanului şi uneltirile lor nefaste pentru a transforma Gilgit Baltistanul într-o zonă de război sunt sortite eşecului deoarece populaţia locală şi-a dat seama de manipulare şi acum arată cu degetul spre maşinaţiunile lor.
Din punct de vedere istoric şi economic, Gilgit Baltistanul a fost un stat independent, iar comunitatea internaţională şi Naţiunile Unite au fost alături de oamenii din regiune în momentele de adversitate. Cu abundenţa sa de resurse naturale şi locaţia geo-strategică de invidiat, Gilgit Baltistanul îndeplineşte criteriile unui stat independent.
Ne aşteptăm la relaţii de prietenie cu vecinii noştri, şi anume India, Pakistan, Tadjikistan, China şi Afganistan, şi sper că nu ne vor trata ca pe o colonie. Comunitatea internaţională, inclusiv vecinii noştri, ar trebui să ne respecte voinţa de a exista ca naţiune independentă. Intenţionăm să ne utilizăm terenurile şi resursele pentru bunăstarea poporului şi refuzăm să-i lăsăm pe vecinii noştri să ne exploateze, pentru a-şi îmbunătăţi poziţiile strategice sau pentru a-i folosi pe oamenii noştri săraci drept carne de tun.
Cred că un stat democratic şi secular ca Gilgit Baltistan va permite tuturor grupuri etnice şi religioase să coexiste la fel ca în ultimele câteva secole. Apariţia Gilgit Baltistanului ca stat secular va ajuta la neutralizarea extremismului şi a terorismului în regiune. La fel ca India, Gilgit Baltistanul poate găsi forţă în diversitatea etnică, religioasă şi lingvistică. Se crede că prejudecăţile etnice şi religioase vor pieri în mod natural, de îndată ce vor înceta interferenţele Pakistanului.
Cred că o configurare politică bazată pe rezoluţiile ONU ar putea să ajute Gilgit Baltistanul să iasă din stagnarea socio-economică şi politică din ultimele şase decenii. Sperăm că, într-o zi, refugiaţii ladakhi din Gilgit Baltistan se vor reuni cu cei dragi.
Eu voi continua să mă opun brutalităţii şi ocupaţiei conduse de stat. Intenţionez să-i ajut în continuare pe locuitorii din Gilgit Baltistan să se elibereze de militarism, extremism, terorism, sclavie, discriminare etnică şi religioasă, corupţie, sărăcie şi nedreptate.
“Mişcarea noastră devine tot mai recunoscută şi populară în lume”
- Care este mesajul dumneavoastră pentru publicul din Uniunea Europeană?
- Gilgit Baltistanul nu reprezintă o noutate pentru europeni. Europenii au scris mii de cărţi despre istoria, cultura, arta, munţii şi rutele comerciale din Gilgit Baltistan. În fiecare an, mii de europeni vizitează Gilgit Baltistanul pentru a explora zona, pentru a face drumeţii şi pentru a se aventura pe munţii şi vârfurile noastre. În 2007, au existat audieri cu privire la Gilgit Baltistan în Parlamentul European, atunci când baroneasa Emma Nicholson a reuşit să adopte o rezoluţie cu privire la problema Kashmirului, solicitând Pakistanului să ne acorde dreptul de vot şi dreptul de a conduce.
Aduc un omagiu domnului Jürgen Creutzmann şi altor membri din UE pentru formarea grupării „Prietenii Gilgit Baltistanului“ şi pentru acordarea de asistenţă poporului nostru afectat de inundaţii în 2010. Crearea grupării „Prietenii Gilgit Baltistanului“ în UE şi sprijinul membrilor Parlamentului UE au arătat că mişcarea noastră devine tot mai recunoscută şi populară în lume.
Fac apel la Naţiunile Unite, Uniunea Europeană, Human Rights Watch, Freedom House, Amnesty International şi la ţările civilizate ale lumii să acorde atenţie situaţiei din Gilgit Baltistan şi cauzei legitime a locuitorilor de a deveni liberi. Am sugerat UE să iniţieze în Gilgit Baltistan programe pentru a ajuta promovarea drepturilor omului, cultura şi economia bunăstării, îmbunătăţirea legăturilor de comunicaţie şi de transport, libertatea de exprimare, presa şi activitatea politică, sporirea alfabetizării şi dezvoltarea femeilor. Am cerut comunităţii internaţionale să convingă Pakistanul să pună capăt încălcării drepturilor omului în teritoriul disputat din Gilgit Baltistan, astfel ca nativii să poată trăi o viaţă liberă, în condiţii alese de ei, cu demnitate şi drepturi fundamentale.
Am cerut comunităţii internaţionale, în special birourilor ONU şi UE, să sprijine dreptul la autodeterminare printre nativii asupriţi şi săraci din regiune. Am mai cerut reprezentanţiilor UE să asigure transparenţa şi să verifice nivelul de corupţie pe perioada alocării de fonduri, astfel încât un număr cât mai mare de persoane sărace să beneficieze de ele. Parlamentul European poate identifica domeniile în care este necesar să se ia măsuri şi trebuie să joace un rol dinamic în rezolvarea problemelor Gilgit Baltistanului. Politica de securitate trebuie să fie proiectată, astfel încât fiecare să poată duce o viaţă sigură. Gilgit Baltistanul este o naţiune nereprezentată şi are nevoie de reprezentare la nivel internaţional.
Este de datoria Parlamentului European, care aduce toate părţile la o masă, să găsească soluţii în dialog. UE ar trebui să organizeze conferinţe, seminarii şi ateliere de lucru cu privire la problemele din Gilgit Baltistan, să invite părţile interesate să participe la acestea şi să acorde vize UE pentru vizitatori şi studenţi.
În cele din urmă, ne aşteptăm de la Parlamentul European să oprească terorismul, să ofere drepturi fundamentale, să protejeze natura şi resursele naturale, să stopeze conflictele religioase, să ofere asistenţă financiară pentru întreprinderile mici şi să ajute la construirea instituţiilor de învăţământ, în care educaţia profesională de calitate să fie la dispoziţia locuitorilor din Gilgit Baltistan.

Gilgit Baltistan: People asked to rise for their rights


YASEN: The valley of Yasen is the valley of martyrs and all the movements for the national cause have originated from the soil of the valley. This was stated by chairman of the Gilgit-Baltistan United Movement (GBUM) Manzoor Hussain Parwana while speaking at a function here the other day. He had come to the area to participate in the convention on Gilgit-Baltistan organized by the BNF. Mr Parwana paid tributes to the people of Yasen and said that they had always played a pivotal role in national struggle for the rights of the people. He said like Pakistan, there was an urgent need of launching marches and rallies for the rights of the people. He said that the people of Gilgit-Baltistan should be ready for launching movements for their basic rights and identity. He was of the view that the people of Gilgit-Baltistan cannot afford to lose their identity by remaining silent to the floods of corruption, sectarian hatred, terrorism and law and order issues. The GBUM chief also asked the people of the area not to be misled by the federalist parties who failed to deliver in the past. He said when the Quaid-e-Azam and Quaid-e-Awam could not make Gilgit-Baltistan a province of Pakistan how on earth Nawaz Sharif, Imran Khan or any other Pakistani leader can do it or provide all the rights to the people of the region.

Gilgit Baltistan to be target of new draconian law (Pakistan Protective Act 2014)


SKARDU: Whatever the apprehensions and fears, the Protection of Pakistan Act 2014 will be extended to Gilgit-Baltistan on a priority basis because this draconian law has been legislated to suppress the rights of the marginalized people such as the citizens of Gilgit-Baltistan, Balochistan and Sindh.
These views were expressed by Gilgit-Baltistan United Movement (GBUM) chairman Manzoor Hussain Parwana in a press statement.
He said though Gilgit-Baltistan was a disputed territory on the agenda of the UN and does not come under the constitution of Pakistan, all draconian law such as the treason act and the anti-terrorism act of 1997 were implemented in the region to suppress the people and keep them subdued and deprived of all basic rights. He said hundreds of people in Gilgit-Baltistan have been facing trial in the terrorism court under terror and treason charges and man are still languishing in jails. He said Gilgit-Baltistan is a colony of Pakistan and the colonial powers can implement any draconian law in the land without any fear or regard to the human rights issues or constitutional implications.
The GBUM chief was of the view that Pakistan never needed to take permission from parliament before bringing any black law to Gilgit-Baltistan.
He said it was strange that despite having no representation in the Senate and National Assembly of Pakistan, any law passed by the Pakistani parliament was forced on the people of Gilgit-Baltistan. He said that human rights situation in the region was already poor and Pakistan never bothered to improve the situation.

Gilgit Baltistan : The state subject rule should be reinforced in the region

SKARDU: Of late, there has been a plethora of public awareness drives and media reports that laid bare the establishment’s shenanigans over Islamabad’s decades-old policy to keep the people of Gilgit-Baltistan subjugated, pitched against each other and continue the illegal occupation of the region.
Though umpteenth times there have been recognition that under the UN resolutions passed over six decades ago the status of Gilgit-Baltistan is yet to be determined by the indigenous people of the area, recently lawmakers and government departments themselves started spilling the beans.
The latest such a factual narrative came from the secretary of the ministry of Kashmir affairs that Gilgit-Baltistan is not a constitutional part of Pakistan and its status is yet to be decided under the UN resolutions.
People of Gilgit-Baltsitan especially the nationalist political parties have welcomed the factual statement of the ministry.
Chairman Gilgit-Baltistan United Movement (GBUM) Manzoor Hussain Parwana said the statement of the ministry of Kashmir affairs that Gilgit-Baltistan is a disputed territory and not a constitutional part of Pakistan was based on facts and realities and his party would always welcome such a bold narrative.
The other day, in a briefing to the Senate committee on interior, the secretary Kashmir affairs and Gilgit-Baltistan Shahidullah Baig said that Gilgit-Baltistan was not a constitutional part of Pakistan and a disputed territory.
The GBUM chairman said that accepting the ground realities and the status of Gilgit-Baltistan, the state subject rule should be reinforced in the region that protected the status of the indigenous people by not allowing outsiders to buy land and settle in the area.
He was of the view that the recent attack on the deputy commissioner Skardu by the people of a village was the result of the abolition of the state subject rule. Therefore, he added, the government should take steps to avoid such incidents and check government officials from violating the state subject rule. He was of the view that Gilgit-Baltistan was a settled territory and under the state subject rule the natural resources including mountains and water were the property of the endogenous people who had the right to utilize them without any outside interference. The government does not own any piece of land in Gilgit-Baltistan because the status of the region is yet to be determined. But Pakistan has been ruling the region without any mandate given to it under the international law, he added. Under the UN laws, the government of Pakistan has the right

Skardu:Indian proposal to open Kargil route hailed

" The people of Gilgit-Baltistan welcome the proposal by India to open the Kargil-Skardu road for trade purposes. This proposal is based on humanitarian, democratic norms and aspirations of the people on both sides of the divide". These views were expressed by Gilgit-Baltistan United Movement (GBUM) chairman Manzoor Hussain Parwana and secretary general Ghulam Shahzad Agha.
They were referring to a proposal by the Indian side during a bilateral meeting to open more trade routes including the Kargil-Skardu to facilitate the divided families meet each other and promote across-the-border trade. The GBUM leaders asked the government of Pakistan to take immediate steps to implement the proposal.
They said it had been the longstanding demand of the people of Gilgit-Baltistan to open the old route in order to help the divided families interact with each other and promote trade activities in the region. They said that it was a major breakthrough in the ongoing talks between the two countries.
They said that the opening of the route would usher in a new era of development and prosperity in the region. If this route is opened, over 0.3 million tourists can take benefit of the route and there will be an increased trade activities in the area. They said that due to the closure of the old trade route, the area had been facing negative economic fallout and the reopening of the route would revive old trade activities in the area.

Gilgit Baltistan: Puppets want to keep indigenous leadership at bay



SKARDU: Chairman of the Gilgit-Baltistan United Movement (GBUM) Manzoor Hussain Parwana has said that under a conspiracy the people of Gilgit-Baltistan have been kept in a state of confusion and uncertainty for long. Talking to this correspondent here, the GBUM chief said that federalist political parties were actually responsible for the lack of leadership in the region because this suited them well to carry out their agenda of working for the outsiders and protect their vested interests. He said that the outsider powers never wanted to see local leadership emerging in Gilgit-Baltistan because in that case they would not be allowed to exploit the indigenous people and their resources.

 The colonial powers have always been working to pumper cronies and use them through remote control to further their own interests in the region. Mr Parwana said that the indigenous leadership and the nationalist forces had never been allowed to raise their hands and work independently. Whenever the indigenous leadership launched a struggle and tried to get the people united, they were framed in fake cases, put into jails and tortured. In many cases state force was used to drive out the indigenous leadership out of the region and forced to stay away from the political process. The end result is that today there is a crisis of sorts and confusion all around in whole Gilgit-Baltistan and the outsiders have got the upper hand in forwarding their agenda. The GBUM chief pointed out that for good governance maintenance of durable peace was mandatory and peace can only be attained if the local leadership comes to the forth and lead the masses. He said that the result of running the affairs of the region through remote control from Rai Wind and Zero Point is in front of everyone now. Until and unless the indigenous leadership comes up and take the role of leading the people, the area cannot see progress and peace, he added

Gilgit Baltistan: Ending of the disputed status not possible


SKARDU: The territory of Gilgit-Baltistan is a disputed one and is on the agenda of the United Nations which is yet to ensure the right of self-determination to the people of Kashmir as promised over six decades back.
Had Gilgit-Baltistan being part of Pakistan it would have been made a province of the
country 66 years back and given representation in the parliament of Pakistan.
These views were expressed by Manzoor Hussain Parwana, the chairman of the Gilgit-Baltistan United Movement (GBUM). In a press statement here, he said had Gilgit-Baltistan been a part of the Pakistan-administered Azad Kashmir it would have been kept under its administration control long ago. “Gilgit-Baltistan is neither part of Azad Kashmir nor Pakistan rather it is an independent entity but on the agenda of the UN to get the right of self-determination like the people of Kashmir.”
Mr Parwana also said that if Gilgit-Baltistan was not disputed what the UN observers were doing in Gilgit and Skardu for so many decades. And if the area was a part or province of Pakistan why its inhabitants are not allowed to vote in the elections of Pakistan? If the area was a part of Azad Kashmir then why the prime minister of AJK is not the representative of the people of Gilgit-Baltistan, he asked. Keeping all these fact in mind it can safely be argued that Gilgit-Baltistan is a separate state having its own national identity but its administrative control is still in the hands of Pakistan. He was of the view that if the disputed status of Giglit-Baltistan was abolished there would be lots of issues in the making for the inhabitants of the region. He said that Gilgit-Baltistan should be provided all the facilities available to the people in other nits of Kashmir. He said that state subject rule should be enforced in the area and all the alien people should be drive out of the area and Gilgit-Baltistan should be given Azad Kashmir like set-up till the resolution of the Kashmir issue.
It may be noted that due to the rising demands for basic rights which have been denied to the indigenous people of Gilgit-Baltistan for decades by successive Pakistani governments, there have been proposals to change the ad hoc system of governance in the region and the 2009 autonomy order came as part of it. But as this presidential order did not make any changes to the life, the PML-N after coming to power has also been contemplating on bringing a package of its own. One thing here is very clear. These are cosmetics measures because actually the issue has to be resolved through the UN by giving the right of self-determination to the people of the area. What these Pakistani rulers are trying to do is to placate the disgruntled populace in order to get votes and rule the area as in the past.
