Gilgit Baltistan representatives demand autonomous governing body
Islamabad, Oct 16 : The Gilgit Baltistan United Movement (GBUM) has written a letter to Pakistan Prime Minister Shaukat Aziz, asserting that the Gilgit and Baltistan regions are not integral parts of Pakistan and there is no moral justification to subject the local communities to the Constitution of the country.
GBUM chairman Manzoor Hussain Parwana has demanded that Gilgit and Baltistan should be given representation in the Kashmir Council, which holds the status of the Senate of Azad Jammu and Kashmir (Pakistan Kashmir).
He also demanded that the Northern Areas Legislative Council should be given the status of a legislative assembly and given similar rights granted to the existing Pakistan Kashmir Legislative Assembly.
"We demand that Gilgit and Baltistan regions should have access to the Supreme Court of AJK. Meanwhile, local courts in Skardu and Gilgit should be given the powers of an appellate court," he said.
Parwana demanded that the Northern Areas be renamed as Gilgit and Baltistan in all official maps of Pakistan.
He also wondered why the Pakistan Government in reluctant to establish an autonomous government in Gilgit and Baltistan on the lines of what existed in Pakistan Kashmir.
He also demanded opening of access points at Kargil - Skardu and Astore - Guraiz roads, in the line of five access points, opened to facilitate the divided families in Jammu and Kashmir on both sides of Line of Control.
"More than 50,000 people of Ladakh and Baltistan are waiting for these roads to open so they could see their loved ones separated six decades ago. The Government of Pakistan should immediately open these roads on a humanitarian basis," Parwana said.
"The Government of Pakistan declares Gilgit and Baltistan Regions as part of the State of Jammu and Kashmir. If so, why State Subject Rule (SSR), which was abolished during the Late ZulfiqarAli Bhutto Regime, is not re-instated in Gilgit and Baltistan?" he said, asking whether it was a conspiracy to convert the local communities into a minority by a systematic settlement program of immigrants from NWFP and Punjab.
"India has granted constitutional, political and judicial rights to the people of Ladakh, like the other parts of Jammu and Kashmir. Half of the population of Ladakh is Muslim and they enjoy these rights. Why the same basic human rights are denied to the Muslims of Gilgit and Baltistan Regions by a Muslim country like Pakistan. Why the local communities of Gilgit and Baltistan Regions are treated like worthless cattle by Pakistani authorities while we live in the 21st Century," he said.
He also demanded immediate removal of military and paramilitary forces, including Khyber Rifles, Chitral Scouts, Sindh Ranger and Frontier Constabulary, stationed in the area in "the name of establishing peace".
The Northern Scouts should replace these forces instead, providing job opportunities to locals and a sense of respect and security as well.
He asked why the Pakistan Government was denying the freedom to press and journalists of Gilgit and Baltistan Regions.
He alleged that the construction of Skardo - Katzura Dam and
Diamer Bhasha Dam, which were under consideration and construction respectively without the will of the local population, will submerge more than half of the populated parts of Baltistan and Chilas regions.
The leader urged the Pakistan Government to allow private companies to operate airline services in the area.
"The Regions of Gilgit and Baltistan should be declared a "Green Zone" for tourists. Visa restrictions should be minimized for international tourists coming to Gilgit and Baltistan," he said.
He demanded early completion of Astore - Muzaffarabad to provide alternative access to the local people to Islamabad and PoK.

MAGAZINE BANNED AND JOURNALISTS ARRESTED IN BALTISTAN (Pakistan Occupied Kashmir)

I, Engineer Manzoor Hussain Parwana; age 30; resident of District Skardu Baltistan (Pakistan Administrated Northern Areas, formally a region of Jammu & Kashmir under Pakistani occupation) would like to draw your kind attention towards human rights violations and attack on the freedom of _expression and press by occupied regime in Gilgit and Baltistan. On September 8, 2004, the civil administration of District Skardu banned a local monthly magazine “Kargil International" and confiscated thousands of printed copies. The Home Department, Northern Areas of Pakistan admitted that the action against the magazine and arrest of journalists has been taken on behalf of Force Commander Northern Areas (FCNA), the current military governor of Northern Areas.
The magazine has been banned on publishing an analytical article called "The Independent State of Gilgit Baltistan on World’s map" further, the magazine has also been charged for publishing “subversive and seditious”article in its March/June, 2004 issue “instigating people against President Musharaf and maligning his personality". The Northern Areas Home Department issued an order on 14 September 2004, asking the Skardu Police to take stern action against the chief editor and publisher under sections 124A, 131,153A, 501 and 505B of the Pakistan Penal Code.
On 4 November 2004,the police arrested publisher Ghulam Shehzad Agha,who is Central President of newly formed nationalist party Gilgit Baltistan United Movement (GBUM). Shezad was released on 11 November after public protests in the area.
The administration also issued a warrant for my arrest. I myself presided Baltistan Students Federation (BSF) couple of times and am the founder and Exective member of Gilgit Baltistan United Movement ( GBUM).
Police attempted several raids to arrest me and also harassed my family members and colleagues. During these six months after the charges have been pressed against me, I have been forced to live incognito. However, I successfully secured bail from the court.
The forced closure of the magazine is immoral and illegal while the allegations are totally false and based upon the ulterior motives and malafied intention of the administration to humiliate and harass me. I along with other political activist are struggling for the basic, political and democratic rights and freedom of one million deprived and enslaved people of Gilgit and Baltistan for the last 12 years through writing and speaking at regional, national and international forums.
Our magazine has been vocal against sectarian violence instigated by government elements as well as the problems faced by the people of Gilgit Baltistan due to government policies since last 58 years. It was basically our largely circulated and popular local publication that exposed the Kargil fiasco of 1999, publicized the names and stories of the Kargil Heroes (soldiers of the Northern Light Infantry) as well as published socio-economic hardships faced by families of the martyrs, and the refugees. Kargil International also demanded the establishment of a commission to identify the forces responsible for Kargil War. We also demand the reopening of the Kargil-Skardu, Leh-Skardu and Nubra-Khapulo roads for the convenience of divided families across the borders. The civil administration falsely accuses me of sedition in order to punish me for advocating plight of the soldiers of NLI and exposing the militants (terrorists) during Kargil misadventure. The magazine's popularity and policy did not go down well with the occupied administration. In the view of the authorities, “Kargi International” was stirring discontent among people while educating them about their rights and creating awarness.To justify illegal banning of the magazine, agencies published defamatory article against me in a weekly newspaper (Siachen); called me an enemy of Islam and Pakistan. Militants and muslim extrimists backed by Pakistani agencies also made attempts to exterminate me as they accused me of an agent of Jews and America.
I am fighting a legal battle for the Magazine,s restoration and removal of the sedition charges but my life is still on the mercy of agencies and muslim extrimist . I am getting death threats and getting harrassed continuously. currently, I am under strict observation of agencies and my telephone calls are tapped, and letters and mails are censored. I have restrictions on free travel as well as earning my livelihood. The closure of the magazine has cost me one million Rupees (Rs:1,000,000) within the last eight months and the expences of proceeding cases is extremely burdensome.
In the light of above facts, I appeal to the international community, human rights organizations and International journalists forums to exert pressure on Government of Pakistan to ensure freedom of speech and press in Gilgit and Baltistan with restoration of "Kargil International" and removal of sedition charges against chief editor and publisher.

According to the GBUM, the region enjoyed a brief period of independence between November 1, 1947, when the suzerainty of the Dogra rulers of the Kashmir princely state ceased to exist, and November 16, 1947, when the Pakistani army occupied the region.

Gilgit Baltistan leaders congratulated the Pakistani nation on ending the unrest eight years dictatorship of General Musharraf in consequence of un-tired efforts of lawyers, judges, politician, journalists and members of civil society.
Addressing a youths gathering Manzoor Hussain Parwana, chairman Gilgit Baltistan United Movement said that the people of Gilgit Baltistan were badly suffered in the military regime of General Musharaf.
“The Kargil operation and the issue of Curriculum were the two foremost caused to unrest for the people of Gilgit Baltistan. The Kargil misadventure in 1999, by Musharraf as army chief gave unrecoverable troubles for the people of Gilgit Baltistan. As well as sectarian riots erupted after the blood assassination of Shia leader Syed Ziauddin Rizvi in Gilgit in 2005, on demanding undisputed and unbiased curriculum for all school of thoughts caused to refresh the wounds of 1988 lashkar’s aggression.” Parwana said.
“In the colonized history of Gilgit Baltistan the press and media was severely suppressed and the journalists were booked and beaten to force down the voice of people in the regime of Musharraf. A monthly magazine “Kargil International” was banned on demanding to establish a commission to find out the culprits of Kargil conflict and its chief editor indicted in sedition charges. The reporter of Geo TV was badly beaten by an army officer in Skardu.” GBUM leader added.
The people of Gilgit Baltistan also demanded to the new COAS of Pakistan, Mr. Ishfaque Kiani to establish a commission to identify the responsible persons who pulled the NLI soldiers into the furnace of Kargil operation in guise of militants and refused to accept their dead bodies.

Leaders of Gilgit-Baltistan United Movement have rejected the empowerment package from President Pervez Musharraf to them. The press conference was called to protest the denial of legal and political rights for the people of Gilgit Baltistan.
The politicians, scholars and social workers on the occasion of Independent celebration of the region condemned the blackmailing offers of the Govt, which they said were 'aimed at concealing the political atrocities on the people in the occupied region'. The speakers demanded a 'fully autonomous state comprising Gilgit and Baltistan' until the India-Pakistan row over Jammu and Kashmir was resolved.
Musharraf's tactics are meant to buy time and hide violations of human and political rights,' said Manzoor Hussain Parwana, chairman of the Gilgit-Baltistan United Movement who had called the press conference.
Under the newly announced package, the existing Northern Areas legislative council will be given the status of an assembly with powers to make its own annual budget and development plan, which earlier wasn't the case. The post of the deputy chief executive, the number two official of the region, has been upgraded to chief executive. The post of chief executive, who is an official appointed by Islamabad and who calls the shots, has been renamed the chairman of the Council.

Day of repentance observed in Gilgit Baltistan
The pro-independent nationalist organizations, Balawaristan National Front (BNF), Gilgit Baltistan United Movement (GBUM), Karakuram National Movement (KNM), Bolor Research Forum and Boloristan Labor Party observed November 16 as “Day of repentance” in Gilgit Baltistan and raised openly slogans in support of independence from colonial control of Pakistan.
Manzoor Hussain Parwana, chairman Gilgit Baltistan United Movement said, “Our forefathers successfully rebelled against the Maharaja of Kashmir and constituted an autonomous state republic of Gilgit on 1st November 1947. This, however, later 15 days; captured by Pakistan. “The recent empowerment package of Genral Musharraf for Gilgit Baltistan is violation of the verdict by the Pakistan Supreme Court in 1999, which directed Islamabad to provide fundamental rights to Gilgit Baltistan, allowing its people to be governed by their elected representatives.” The chairman Karakuram National Movement Iqbal Advocate added.
Mr.Burhanullah, Organizer Balawaristan National Front (BNF) cleared that “After the Musharraf’s approved LFO, the Gilgit Baltistan will be rule by un-elected and non-local Chairman fiat from Islamabad .The Northern Areas Legislative Assembly (NALA), the region’s elected legislature, will be preside over by the chairman while the elected Chief Executive will be work as his personal assistant. In this LFO Musharraf has tried to decorate a donkey to make a hourse.”

The pro-independent nationalist organizations, Balawaristan National Front (BNF), Gilgit Baltistan United Movement (GBUM), Karakuram National Movement (KNM), Bolor Research Forum and Boloristan Labor Party observed November 16 as “Day of repentance” in Gilgit Baltistan and raised openly slogans in support of independence from colonial control of Pakistan.
Manzoor Hussain Parwana, chairman Gilgit Baltistan United Movement said, “Our forefathers successfully rebelled against the Maharaja of Kashmir and constituted an autonomous state republic of Gilgit on 1st November 1947. This, however, later 15 days; captured by Pakistan. The Northern Areas administration announces to celebrate Independence Day of Gilgit Baltistan on 21st November officially. The military and civil administration has finalized several programmes to celebrate the Independence Day of Gilgit to pay tribute to the martyrs and heroes of 1947 war.
The people of Gilgit Baltistan condemned the programme and said that 1st November is their day of Independence from Dugra’s regime, but the government of Pakistan wants to distort the history of Gilgit Baltistan through such comical celebrations.
Addressing a press conference in Skardu, Manzoor Hussain Parwana Chairman Gilgit Baltistan United Movement said “ We have been celebrating two independence days for 60 years, firstly on 1st November, which is historically our independence day from Dugras, secondly on 14 August at the occasion of Independence Day of Pakistan officially. Now 21st November will be our 3RD independence day. It is a big joke with our nation. Govt of Pakistan has already seized our Identity, democracy and independence, now it is an attempt to distort our history.
“Gilgit Baltistan is entitle as the black hole of the world by European Parliament and known as the colony of 21st Century but we are flabbergasted that “What’s brand of independence is exist in the region for that three independence days are celebrating, while the people are facing wrath of slavery”. The background of this official buffoonery is that on 1st November the real day of Independence was observed by Gilgit Baltistan Democratic Alliance a pro-independence nationalists alliance and showed their street power first time in the history of the region. The peoples fully supported the agenda of nationalist organizations that was an intimidation for the Northern Areas administration.
At the nationalists rally, the people were found chanting slogans for Independence and they demanded for an Independent State comprising Gilgit and Baltistan.So the Northern Areas administration has decided to celebrate another day of Independence to reduce the pressure over the government. On 21st November, the Northern Areas administration will try to defuse the strength of nationalist with a large gathering of government servants and employees. It is to be noted that public gathering is prohibited due to state of emergency in the country.
‘The emergence of new Independence day 21ST November for Gilgit Baltistan may be included in the package of General Musharraf granted for the region recently”.

The political parties and civil society organizations of Gilgit Baltistan observed the International Human Rights Day as “Black Day” under the auspices of Gilgit Baltistan United Movement at Skardu on December 10,2007. Lawyers, political leaders, human rights activists, students and people from different sections of society participated in the event. They called for ending the more than 60 years long and on going colonial rule of Islamabad from Gilgit Baltistan so called Northern Areas of Pakistan.
Addressing to the gathering Manzoor Hussain Parwana, Chairman Gilgit Baltistan United Movement speak out that the natives of Gilgit Baltistan have faced to the worst human rights abuses on the globe for last six decades. We have no state, no citizenship, no economic development, no constitution no human rights no independent media and no free judiciary. We are truly under de facto administration of Pakistan.
Parwana vowed to continue struggle for autonomous state of Gilgit Baltistan till the decision of Kashmir dispute.
Syed Hyder Shah Rizvi of Balawaristan National Front said that Gilgit Baltistan problem is not only political it is a humanitarian issue. The people of Gilgit Baltistan should focus on the genuine issues of the region instead of demanding for packages and constitutional rights under Pakistani control. Pakistan itself is without constitution then how it will give us constitutional rights.
At the end of the event the following resolutions passed by the public with raising their hands.
1.The historical identity of Gilgit Baltistan should be restore at the position of 1st November 1947.
2.The election should be hold for autonomous assembly in Gilgit Baltistan patterned as Azad Kashmir Assembly.
3. The influence and rule of bureaucracy, dictated from Islamabad should be end in the area.
4. The State Subject Rule should be restored to protect the properties of indigenous people of Gilgit Baltistan.
5. The Skardu –Kargil historical trade route should be open to interact the divided families
The prominent names, who spoke on the occasion, include GBUM Secretary General Ghulam Shehzad Agha, BNF leader Safdar ALI, President Baltistan Bar Council Khadim Hussain Advocate, Wazir Farman Ali Advocate, Muhammad Hussain Abidi, Ali Raza Saqi, and Shabbir Hussain Masood.

Gilgit Baltistan: A saga of Pakistani colonization
Gilgit-Baltistan, also called Federally Administered Northern Areas, was once a part of Jammu and Kashmir. But since 1947, when India and Pakistan achieved independence, the unfortunate territory is facing the wrath of colonisation.
The people of this strategically important region revolted against the autocratic Dogra ruler and carved out an independent state, "Republic of Gilgit", on Nov 1, 1947. While the freedom fighters were preparing to liberate the adjacent Baltistan region, the Pakistan Army invaded Gilgit.
The president of Republic of Gilgit was dismissed Nov 16, 1947. Since then it has been an unending battle for the people of Gilgit-Baltistan, who have been resisting against the deprivation of basic human, democratic and judicial rights for 60 years.
No accession deal was ever signed with Pakistan. In fact Pakistan, in its "Karachi Pact" of April 28, 1951, admitted that Gilgit-Baltistan is part of Jammu and Kashmir.
As Pakistan admits this reality, there is no moral justification of subjecting the local communities to the clauses of the constitution of Pakistan. If an autonomous like set-up of governance is possible in "Azad Jammu and Kashmir", why the same is not replicated in the region, people wonder.
Despite the area being officially declared part of Jammu and Kashmir, the state subject rule (SSR) was abolished during the regime of Gen Ayub Khan. It is a conspiracy to convert the local communities into a minority by a systematic settlement programme of immigrants from North West Frontier Province and Punjab.
The region's administrative body of 30 members, called Northern Areas Legislative Council, is headed by the Federal Minister for Kashmir Affairs based in Islamabad. The chief executive, appointed by the Pakistan government from among members of the National Assembly, enjoys the status of a ruler of the territory. He is not answerable to the council as he represents Islamabad.
The council cannot make or amend laws because every bill needs the chief executive's assent. The deputy chief executive is the senior-most elected office holder in the council but works just as personal assistant of the chief executive. There is no provision for moving a no-confidence motion to remove the deputy. The council has no powers concerning approval of the budgetary allocations. It cannot act as a check on the executive.
India has granted constitutional, political and judicial rights to the people of Ladakh. Nearly half of the population of Ladakh is Muslim and they enjoy these rights. Why are the same basic human rights denied to the Muslims of Gilgit-Baltistan? Why are the local communities treated like worthless chattels by Pakistani authorities while we live in the 21st century?
While Pakistan demands demilitarisation of parts of the Jammu and Kashmir, in the name of establishing peace, both military and paramilitary forces such as Khyber Rifles, Chitral Scouts, Sindh Ranger and Frontier Constabulary are stationed in Gilgit-Baltistan. Recently the numbers of these armed forces were increased while both India and Pakistan claim moving towards building peace.
The principal civil servant is the chief secretary, while secretaries head other departments. Ironically domicile residents of Gilgit-Baltistan are not eligible for the post of chief secretary and secretaries.
Each district has a court of district and sessions Judge. There is a chief court, comprising a chairman and two members. The government nominates members of chief court. Merit is not a criterion in selecting the members.
There is no public service commission, no services tribunal, no service rules or structure, no TV station, no independent press, no commerce institution, no medical or engineering college or university and no appellate court.
Gilgit-Baltistan is one of the most poverty stricken areas of Pakistan. Alarmingly low literacy, absence of industries and bad road links, lack of energy sources and job opportunities have forced thousands to leave the region in quest of livelihood. It seems that keeping the region backward is a state policy.
The communication department of Gilgit-Baltistan is managed by the Pakistan Army. The department is called Special Communication Organization, where most employees are non-residents of the Gilgit-Baltistan. The department for developing infrastructure, called Federal Work Organization (FWO), is also in the hands of the army. The local people are not allowed to enter FWO.
The key posts of civil services are reserved for people from other provinces of Pakistan. The retired army and civil bureaucrats have been deployed on all key posts of civil services while the local educated people are facing unemployment.

Gilgit Baltistan is a noteworthy strategic crossroad country of the world, with 28 thousand square miles of area situated in the midst of four nuclear powers. This significant region between China, Pakistan, Central Asian Republics and India is also known as cockpit of Asia. The three highest mountain ranges of the world i.e. Karakoram, Hindukush and Himalaya also join hands here. Furthermore, this land is the focus of attention of tourists and adventurers, world over. In addition to this the said country is extensively rich in mineral wealth and immense natural resources. The increasing interest of USA, rising yearn of the people for independence and the developing activities of religious parties are leads to notions at international level of Gilgit-Baltistan emerging as an independent country on the globe. In accordance with the basic UNCIP Resolutions Gilgit-Baltistan is a part of the Kashmir Dispute. This region was temporarily handed over to Pakistan as a result of Karachi Pact of 28 April1949.The Govt of Pakistan still wants that Northern Areas be made permanent part of the State but ironically political and legal difficulties are hindering in this context. In the international scenario; legally, geographically and constitutionally, Gilgit Baltistan are very evidently not part of Pakistan. The Sunni school of thought thinks that if Gilgit Baltistan will become an independent State then due to the majority of masses it will become a Shia State. But the Shia majority of Gilgit-Baltistan thinks that they should join Pakistan to strengthen other Shia community of Pakistan. The pro-independent parties of Azad Jammu and Kashmir have this opinion that Gilgit-Baltistan is part and parcel of Jammu & Kashmir. According to them Kashmir is neither become part of Pakistan nor India but it should be an independent state. On the other hand the Sunni school of thought, who are a majority in Kashmir, wants to liberate Indian held Kashmir and are enthusiastic in making it a part of Pakistan. They are against making Gilgit-Baltistan a part of Pakistan directly. Firstly they want to make Gilgit-Baltistan a part of Kashmir and then whole Kashmir a part of Pakistan. The analysts viewed that "The Third World War will be over fresh water". Glaciers, rivers and streams of Karakorum, Hamalaya and Hindukush are the second big source of fresh water in the world. In order to win the war over fresh water in the near future America's eyes are now over Deosai Plains in the south of Skardu Baltistan. Deosai is the highest plateau 14500 feet above Sea level in the world. Due to its beauty, length, geographical and defensive importance, USA and UK has often asked Pakistan to let them use these plains for their military purposes. By making Kashmir an atomic flash point, Pakistan and India have opened the doors for America to interfere and now to enter Gilgit- Baltistan, America has raised the agenda of protecting water from atomic and chemical pollution. Besides Deosai, America is now in the hope to occupy Siachin, and Silk route, the ancient trading route to watch the activities of China. Mostly it is thought that China will not tolerate the interference of America in these areas. It is a one sided thought because the interference of America in Gilgit-Baltistan does not affect China rather it will protect the interests of China. It is proved by a valid source that China is very suspicious about the activities and the training camps of Islamic militants in Gilgit-Baltistan because China does not likes such activities on its border areas and if America will occupy this area China will take a sign of relief. The government of Pakistan and India can block the interference of USA in Gilgit-Baltistan, by giving basic rights and accepting the self-determination of the people of the region. The masses of Gilgit-Baltistan are desperately feeling the loss of their legal and basic rights. The learned community wants to see Gilgit-Baltistan in the row of Cultured and developed countries. The nationalists are struggling for the rights of the masses of Gilgit-Baltistan. The parties with most firm opinion in Gilgit-Baltistan’s sovereignty are Balawaristan National Front, (BNF), Gilgit Baltistan United Movement (GBUM) and Karakuram National Movement (KNM). The ideology of these parties is towards national identity, culture, history and geography. The struggle of these parties for the reformation of the national identity of the masses is increasing day by day. (Quoted International Crisis Group and European Parliament reports). The new generation can foresee, their bright and secure future in the Independent State of Gilgit-Baltistan. The Nationalist parties have argued that the war of liberation of 1947-48 was fought for making Gilgit-Baltistan an independent state and they were succeeded. On 1 November 1947 Independent State of Gilgit-Baltistan appeared on the map of world but after 16 days Pakistan took over the charge therefore Gilgit-Baltistan should be reformed. There is no doubt that 2 million deprived masses of Gilgit and Baltistan are restless to revive their sovereignty that they lost on 16th November 1947. The truth is that Gilgit-Baltistan is passing through the phase of decision-making, but Pakistan and India is neglecting the people of this area if any decision made without the consent of the people of Gilgit Baltistan they will not accept it. The tug of war for these areas will lead the atomic war in south Asia.

Gilgit Baltistan is a noteworthy strategic crossroad country of the world, with 28 thousand square miles of area situated in the midst of four nuclear powers. This significant region between China, Pakistan, Central Asian Republics and India is also known as cockpit of Asia. The three highest mountain ranges of the world i.e. Karakoram, Hindukush and Himalaya also join hands here. Furthermore, this land is the focus of attention of tourists and adventurers, world over. In addition to this the said country is extensively rich in mineral wealth and immense natural resources. The increasing interest of USA, rising yearn of the people for independence and the developing activities of religious parties are leads to notions at international level of Gilgit-Baltistan emerging as an independent country on the globe. In accordance with the basic UNCIP Resolutions Gilgit-Baltistan is a part of the Kashmir Dispute. This region was temporarily handed over to Pakistan as a result of Karachi Pact of 28 April1949.The Govt of Pakistan still wants that Northern Areas be made permanent part of the State but ironically political and legal difficulties are hindering in this context. In the international scenario; legally, geographically and constitutionally, Gilgit Baltistan are very evidently not part of Pakistan. The Sunni school of thought thinks that if Gilgit Baltistan will become an independent State then due to the majority of masses it will become a Shia State. But the Shia majority of Gilgit-Baltistan thinks that they should join Pakistan to strengthen other Shia community of Pakistan. The pro-independent parties of Azad Jammu and Kashmir have this opinion that Gilgit-Baltistan is part and parcel of Jammu & Kashmir. According to them Kashmir is neither become part of Pakistan nor India but it should be an independent state. On the other hand the Sunni school of thought, who are a majority in Kashmir, wants to liberate Indian held Kashmir and are enthusiastic in making it a part of Pakistan. They are against making Gilgit-Baltistan a part of Pakistan directly. Firstly they want to make Gilgit-Baltistan a part of Kashmir and then whole Kashmir a part of Pakistan. The analysts viewed that "The Third World War will be over fresh water". Glaciers, rivers and streams of Karakorum, Hamalaya and Hindukush are the second big source of fresh water in the world. In order to win the war over fresh water in the near future America's eyes are now over Deosai Plains in the south of Skardu Baltistan. Deosai is the highest plateau 14500 feet above Sea level in the world. Due to its beauty, length, geographical and defensive importance, USA and UK has often asked Pakistan to let them use these plains for their military purposes. By making Kashmir an atomic flash point, Pakistan and India have opened the doors for America to interfere and now to enter Gilgit- Baltistan, America has raised the agenda of protecting water from atomic and chemical pollution. Besides Deosai, America is now in the hope to occupy Siachin, and Silk route, the ancient trading route to watch the activities of China. Mostly it is thought that China will not tolerate the interference of America in these areas. It is a one sided thought because the interference of America in Gilgit-Baltistan does not affect China rather it will protect the interests of China. It is proved by a valid source that China is very suspicious about the activities and the training camps of Islamic militants in Gilgit-Baltistan because China does not likes such activities on its border areas and if America will occupy this area China will take a sign of relief. The government of Pakistan and India can block the interference of USA in Gilgit-Baltistan, by giving basic rights and accepting the self-determination of the people of the region. The masses of Gilgit-Baltistan are desperately feeling the loss of their legal and basic rights. The learned community wants to see Gilgit-Baltistan in the row of Cultured and developed countries. The nationalists are struggling for the rights of the masses of Gilgit-Baltistan. The parties with most firm opinion in Gilgit-Baltistan’s sovereignty are Balawaristan National Front, (BNF), Gilgit Baltistan United Movement (GBUM) and Karakuram National Movement (KNM). The ideology of these parties is towards national identity, culture, history and geography. The struggle of these parties for the reformation of the national identity of the masses is increasing day by day. (Quoted International Crisis Group and European Parliament reports). The new generation can foresee, their bright and secure future in the Independent State of Gilgit-Baltistan. The Nationalist parties have argued that the war of liberation of 1947-48 was fought for making Gilgit-Baltistan an independent state and they were succeeded. On 1 November 1947 Independent State of Gilgit-Baltistan appeared on the map of world but after 16 days Pakistan took over the charge therefore Gilgit-Baltistan should be reformed.
